This Practice Note aims to combine an explanation of process - how to assess significance - with examples of common issues and suggested solutions. It moves away from the existing Guideline by offering different kinds of guidance. The Working Group is keen to get your feedback.

Significance can be a tricky beast, though its at the heart of what we do. The draft practice note goes further than the previous BC guideline on cultural significance by providing helpful advice and addressing some common issues, including how to assess those often misunderstood concepts of social and scientific value. Anyway, have a read and let me know what you think. I've taken on the role of moderator so I'm hoping for some lively discussion.

As a practising planner managing heritage assessments for the development of locally listed built form places it is always tricky to identify 'heritage value' when there is no statement of significance. The proposed explanations of the aspects of significance is helpful as so often there is no Statement of Significance or the assessment is just a grading with no explanation of why and the planner then has to try to 'invent' the areas of significance that affect the assessment of the merits of the proposal. Possibly a table with the aspects on the LHS and the items for questioning on the RHS would be an easy way of presenting this as a tool that could be used by planners and the public alike.

That's a really interesting idea! Victoria's Framework of Historic Themes uses this approach - that is asking questions to expand out one's ideas. It could be an interesting addition to the Practice Note.
