The draft Practice Note on Interpretation references a document from 2001 (although with a typo suggesting that it was published in 2011) - the Australia ICOMOS Statement on Indigenous Cultural Heritage: australia.icomos.org/wp-content/uploads/Australia-ICOMOS-Statement-on-Indigenous-Cultural-Heritage.pdfThis is a useful reminder in relation to the draft Practice Note about Indigenous CHM. Is the Statement still a current document? It isn't mentioned in the draft Practice Note about Indigenous CHM - but if current, then shouldn't it be referenced in this Practice Note as well? The 2001 Statement says: "The Indigenous cultural heritage significance of places can only be determined by the Indigenous communities themselves." This position seems to have changed now, because the draft Practice Note on Indigenous CHM does not reinforce this. Instead, discussion of the first two issues in the Practice Note almost implies that assessment of significance is done by outsiders in consultation with Indigenous communities. Can anyone clarify the status of the 2001 Statement, please? - and if current, should it inform this Practice Note?
