How well does this Practice Note explain the process of developing policy?

Policy development for locally listed (as opposed to state listed) heritage places in Victoria usually resides with strategic planners who craft policies for specific heritate overlays in a local planning scheme. Statutory controls for the protection of heritage places are driven by the policy in each local planning scheme and at the end of the day when a place is being contested in the Victorian Civil and Administrative Tribunal it is this policy that 'makes or breaks' the argument for or against the heritage place. It would appear that this is not the intention of this document which is a pity as it would be good to see some match going on between the Burra Charter and the implementation of day to day planning policy and the people who write each.
